don;t know about the stick on weights - but when i used to go to NTB up heah 
in the Bahstahn area to have tiahs mounted, when the counter guy wrote up the 
order, he  looked the car up in their database and wrote the lug torques onto 
the work order.  I usually went back to the work area w/ the car.  
"technicians" would in fact make adjustments to torque wrench settings.  
don;t know if that was because i was there or if it was sop.  anyway, you are 
on the right path, keep looking.
