Hi Ralph:

Every time I've heard that noise it's been from the caster bushings.  Your 
mention of lifting the upper A-arm is also a good clue, and points in the 
that direction.  Try a quick stab on the brake pedal at low speed and see 
if you can get the noise.  If so, that should just about confirm things.
