Re: "sticking" 164 throttle
I made this happen on my auto trans 164L 1991 when I was learning how to
adjust the throttle position switch (its the little plastic box on the front
side of the throttle assembly, about the size of a large pocket watch with a
three wire connector connected to the side).
The folks on the 164 Discussions webpage have some simple info about
adjusting it and how it operates:

There are a few other things which could cause the response you described,
you may have some unmeasured air entering through a crack in the rubber boot,
or the hoses that you'll find sticking out of the boot.
Are your motor mounts worn? If the engine has a chance to buck forward due to
a worn mount that may cause a tiny crack in the rubber boot to open to a
gaping hole.
From what I've read about the throttle position switch they are not likely to
fail outright, more likely to be loose or misadjusted.

The throttle in my '91 164 L has recently been exhibiting
the problem of not returning to idle when the gas pedal is
released (stays up at 3000 rpm or wherever I've had it).
I've checked the cable and it's fine (unhooked both ends and
it moves very freely, which it should as it's only 1 year
and 10,000 miles old, replaced last year when the original
did physically get stuck). The throttle feels to move
smoothly, too. When it sticks driving, a little tap on the
gas pedal gets the revs to drop back to idle. Anybody seen
this before, or have hints on where to look for the actual
cause of the problem? The symptoms seem mechanical to me,
but I can't find anything obviously mechanically wrong...
