It was not my car that had this problem, which is in itself somewhat unique.

But on this note: a friend had a similar problem on a Milano and it turned 
out the plastic AFM housing was cracked and the top was flopping in the 
breeze and admitting extra air which activated the vane.  Resealing the 
housing fixed the problem.
