Richard, a suggestion.

Get a set of 5 3/4 Cibie Hi/Lo beams and put them in the fog light holes.  
Wire up the low beams to the old fog lamp circuit and the high side to a 
relay activated when the standard high beams come on.  You can point use the 
low beams as additional fog lights or cornering lights and then have the 
extra fog light high beams to brighten up other parts of the road when you 
really need light aways in front of you.
