Yes, common at least on my 91 164. 1/2 of the seat and window switches have gone bad at one point. Replace or try to take apart and clean. Our back window was always getting stuck down. The passenger seat would recline but not go up, etc...

91 164B who said these were high maintenance, expensive cars? I agree.
