Will it start?

My recently purchased 85 Spider Graduate was a victim of attemted larceny.  a 
screwdriver was jammed into the ignition switch.  the previouse owner decided 
to sell the car before fixing it.  he had a mechanic run a lead wire under 
the hood, when you press this against anouther (presumably igniton or 
starter) the car turns over but doesnt sound like it even thinks of starting. 
 is there a connection?  can this car be "hotwired"?
