Couple of things..  What state are you in?  If CA, well I'll use the
technical term:  "Fughetabbouit!!"
You really want to check your state/location for smog laws that require
original equipment.  Where we're at.. it's gotta come with what it came
with from the factory,  or it fails for that reason alone.
Depends on the year, does it not? If his SPICA'd Alfa is a '73 or earlier, he can do pretty much what he wants with it as its smog exempt (a loophole/oversight that I'm sure bureaucrats are chomping at the bit to close and correct)
