That would be your local cable provider....they decide what is premium (i.e. 
extra cost) and what is not...NOT Speed Channel.

What is all the compaint about NASCAR, it is certainly more entertaining and 
better racing than F1, i.e. the high speed parade and the finish is fixed, 
ala Ferrari.
