Spider steering box mounting questions

Hey Gang,

I'm finally starting the reassembly process on my 71
Spider, after stripping and painting the engine
compartment.  The paint shop pulled the steering box
and idler box for me, so I didn't get to see the
location of the second set of washers.  Do these go
under the head of the bolt, or between the box and the
car body? (obviously one goes under the nut).  My gut
says they go between the box and body to help spread
the load and prevent cracks in the body or steering
box.
