Alfa 164 brake question

Hi fellow Alfa folks,

Doing some major work on a crusty but hopefully not too rusty 164 base I
picked up recently.  Apparent rear brake problem and wondered if others have
experienced a loss of rear brakes and have any clues to offer me in my
troubleshooting.  177K miles with original brake hoses.  Rear calipers were
not applying brake pressure to the pads (rusty across the disk).
Proportioning valve?  Hoses?  Calipers?  Master Cylinder?  Calipers are off
along with the hoses.  Both will be replaced but wonder if the proportioning
valve is shot and/or the master cylinder.  Thanks gang!
