DOT approved harnesses

I caught the brief assertion in the last digest about only one brand of 
safety harnesses being DOT-approved for street use.

Does anyone care to revisit that comment and explain further? I see 
harnesses used all the time for driving to and from the track and was not 
aware this was an issue.
