74 GTV starter won't kick in

I just joined this list; the crowd seems very knowledgeable about 
such things, so here goes.

I've been restoring my 1974 GTV, and have gotten to the point where 
I'd like to start it. I didn't get into the engine, but did replace 
the starter (with a rebuilt unit, of course). The previous starter 
did start the engine, which ran well.

At this point, the new starter will not engage. The solenoid clicks 
when the key is turned to the start position, but does not engage the 
starter motor. The starter motor will spin when jumped. Shorting the 
ignition at the key produces no different result.

What am I missing?
