164 24 Valve Stem seals

CarDisc indicates a special tool is required to seat the new valve stem seals.
If anyone out there has done this job is the special tool strictly necessary,
or is there an alternative method or home made tool that does the trick? I
haven't started yet, I'm just gathering info.
