Bush bars
I believe in Australia and in some other juristictions, these bush bars
are now mandated to be made of deformable material like plastic. This
is in reaction to a number of fatal low-speed collisions involving child
pedestrians. The bush bars are just about the right height to crush a
kid's skull. Of course, in a collision with a normal passenger car, the
kid is thrown onto the hood and usually suffers a lower leg injury at
the worst. I'm talking low-speed hits only of course.
