Hi Greg,

There is a street rod supply company that may have what you're looking 
for.  It is Julianos at www.julianos.com.  They have a really nice billet 
aluminum license plate frames with high intensity red LED brake light.   I 
have one of their plain frames on my Duetto and they are very nice and 
clean looking.  They also come with nice quality stainless steel 
counter-sunk hardware.  This would give you what you want without 
detracting from the lines of the car.
