The first, and easiest check should be the temp switch output.  jump the connectors on the fan cable (the one that go to the temp sender) - you can even use a paperclip!!!.  If the fan comes on when you close that circuit, then you can forget about the fan, and it's power sources, fuses and relays as the source of the problem.  If this is the problem, it has been my experience that the contacts in the fan pigtail and its mating connector get all crudded up (they are pretty exposed to moisture, road salt, etc.).  clean  them up, make and break the connections a bunch of times to ensure good contact. should take care of you for a year or so.  If the fan still refuses to come on, might be the switch is bad - easy to check w/ a multimeter.  If neither of these fixes your proble, then you can progress to fuses and relays.
