Mitch,

You don't need to lower the steering column, in fact as you discovered, you
can't since the steering column is solidly attached to the steeringbox. If
you want to lower the column, you have to loosen the steeringbox and detach
the droparm. But you can, when you have removed the two big bolts underneath
and loosened the third one closer to the steeringwheel, remove the tube that
the ignition lock is attached to. You have to remove the light/turnsignal
arms and then that tube should be just to pull, and then you have all the
space in the world to destroy that screw that holds the ignitionlock in
place.

Careful when reassembling, the big bolts underneath are torques to about 40
lbs and the third is about 15 lbs (check in a manual). I have cracked a tube
by overtorqueing.
