Yes I know what a Mito is as we have 2 Cagiva Freccias (the predecessor
to the Mito, looks like a mini 906 Paso).
I dont think the Mito paint is laquered, but if it is then maybe the
problem
is water under the top layer, which will probably soon crack off. In which
case a respray is needed. However I would hope that just a mildly
abrassive cleaning compound (T Cut in the UK, not sure in the USA)
should do the trick
