By-pass restrictor

Jay, I'm surprised you did not know the why and wherefor.  Probably because
you live in a relatively warm climate.    That restrictor  also is spring
loaded like a thermostat which is temperature sensitive.  It's designed
function is to supply coolant to the cylinder head when the thermostat is
fully closed in Winter.  It also allows coolant to circulate through the
heater sooner to toast your little tootsies!   Prevents head warpage too.  A
washer with the hole you describe is not good enough and might not hold its
proper position.  Engine warm up  is also faster. Fred Di Matteo
