Windsheild wiper wiring question

Can anyone explain to me the function of the windshield wiper circuit
on a '74 Spider? Mine only runs in one speed, which looks to be its
slower speed. I checked the voltage on the four contacts at the wiper
motor and have ~12V on both pairs irregardless of wether the switch is
in the slow speed or fast speed position. I expect the PO wired
something wrong at some point but I don't know what I should be seeing
at the motor to tell how it should be.
