Agreed.

What you're forgetting, though, is a $500 case of guilty unless proven
innocent, which will often be up to innocent citizens up to prove, and at
their own cost.

The argument against remote testing is that the "tests" will be little more
than arbitrary. In other words, California will be starting what's
essentially an emissions test lottery. If that's what you want to do,
that's a different subject, but there are much cheaper ways to do that than
to waste money on machines that don't work.

No one will argue against clean air, but clean air and remote sensing
gadgets aren't synonyms.
