Wrong way round, Brian: it nearly always is a driving lane used as a
parking lane. Why do people park there? Because largely they may
(parking is legal on many streets) but also because they'll just be a
moment, really, and because rules and laws don't apply to "me". One gets
used it and the fact that most people only use their direction flashers
for celebrations.
