164 Power Steering Rack

Anyone out there ever remove a power steering rack from a 1991 164S?  I cannot
get to nor can I turn (If I get on) the bolts which hold the rack to the car.

How do I get to them?  I have the CD and I think I have to remove more stuff
than it says. Anyone offer any help?
