"Canadian-spec."

I was in LA recently and spotted an '86 Ferrari 328 GTS with 60k mi. on a
lot.  This was nowhere near Hollywood where a good many cars of the
"wretched-excess '80s" are frequently found, but in the suburban hinterland
of the San Gabriel Valley.  Asking price was $29k, which is well below
market value.  I'm sure they would have taken less.  What struck me was:

1.  The car was painted in an Italian version of British Racing Green (!)
with a brown interior.  An environmentally-friendly color combination to
say the least, but not my first choice (nor other folks', I'll wager).
I've been in and around the nooks and crannies of 308s and 328s and this
was definitely the factory paint.

2.  I was told it was "Canadian-spec."  It did not have any CA tags.

I can hear you all saying "Don't walk...RUN!," and I guess I pretty much
already answered my own question, but even if it's got two strikes against
it, is it really that difficult to bring a "relatively new," and already
established model into California emissions compliance?  Probably.
