Jonathon,

Although the castor bushings SHOULD come as one part, they do not.  The
bushings are designed to fit together a certain way.  Take a look at them and
you will see that one of the bushings has a male (or sticky outty) part and
the other has a female (sticky inny) part.  They are designed to "sandwich"
the mountin hole.  Does that make sense?
